Public programs and shops are typically located in the plinth at street level. However, due to the city's density, there is a growing need for additional commercial spaces. Furthermore, with a nearby train station and a bridge connecting the station to the sidewalk over a busy roadway, the commercial program has been extended to the second floor.

As a result, the plinth is no longer confined to the ground level but expands vertically, incorporating shops and public functions on the first and second floors. This extension transforms the first four floors of the building into an active public zone, integrating retail and commercial spaces across multiple levels. By lifting commercial activities to higher floors, the building maximizes its urban potential and enhances accessibility.
